My best advice is to ask everyone if they want to have a party. Don't even look at your door prize drawing slips. When you ask in person, you give the person a reason to tell you why they will or won't. They may have totally misunderstood what you told them or have a reason that they believe is a hindrence but you can really work around it. Just ask, if they say no, say, "may I ask you why?" Then take the conversation from there.
